Richard was banned based on the warning points sytem.

I didn't go in and click the "Ban Richard" button... (yes, we have one.. it's right next to the "Ban Nick" button )

He had been warned about these sorts of things in the past, along with a few others, so he eventually accumulated enough points for a vacation. It's what happens when people don't heed a warning
