Kenwood 250w amp question

Hey Everyone,
I wasnt sure if the amp I had worked, so I plugged my rca cable into the sub output in the rear of my deck (alpine cda-9884) and hooked it up to the battery. From there i hooked up a speaker, and started playing around with levels on the deck... but nothing happened.

The fuse has continuity and there is power at the terminals (14vdc). However, at the fuse, the voltage was going up and down slowly and peaked at 9vdc. Is this normal or is the amp toast?
