USPS/Canada Post claims?

Try to keep this brief. I bought an alternator and it was shipped USPS and insured. I receive the alt and the case is broken and grinds when spun by hand, clearly damaged. It was packed in expanding foam and double boxed, same as most alts including 2 others I've bought before. Seller files claim with USPS and waits for a letter, and they have up to 60 days to work with Canada Post. He gets the letter finally after about 45 days. Here is the letter.

Seems like a joke to me.

How much did you pay for the insurance? Seems like you can insure the shipped item for up to $675 when shipping to Canada USPS - International Extra Services
