Thats true but only for a class B amp (output stage). If your amp is putting out 50% of its max voltage, half the votage is across the transistors/mosfets (dissipated as heat) and the other half is going to your sub.
Thats why class D amps are so efficient. Then send out pulses at the amps max voltage, later filtered into waves with kinda a crossover network and sent to the sub.
