I just got four speakers and an amp installed today and i'm soo confused. The shop said they tuned my Alpine deck to play optimally at volume 28-29 (max is 35).

The problem is, even when i turn it all the way up, it's not loud AT ALL. It was way louder when i had the Alpine by itself with stock speakers and no amp, although the quality is much better now. The guy insisted that I never turn it louder than 30 or my new speakers will start to distort and probably blow.

Here's my system so far:
Front components Infinity KAPPA 60.9CS rated at 90W RMS, 270W peak
Rear coaxials Infinity Reference 6022SI rated at 60W RMS, 180W peak
Infinity Reference 5-channel amplifier rated at 60 watts x 4 + 300 watts x 1 at 2 ohms

When i was checking out the amp, i did notice that all the "INPUT LEVEL" dials were set to their minimum. Does this have anything to do with it?

I was expecting a dramatic improvement in volume and sound quality when I got this stuff installed but so far everything sounds so similar to stock!!
I'm hoping some of you guys who know more about this stuff or are familiar with Infinity products could help me out!!!

Sounds like they didn't do any setup on the amp at all... I'd bring it back and ask them to make the changes.

If they say that no changes need to be made then go somewhere else

(otherwise there are a few tutorials on how to set gains properly... check out one of those and do it yourself!)

if they're new speakers, remember to break them in.

^ If he listened to them on the way home, they're already broken in.

I agree with Jordy - do a search for an amp level setting tutorial. You can be 90% in the zone in under 10mins.
