Helmatin or Helmaprene are the only adhesive to use with vinyl.
Vinyl contains a placticiser that will attack regular glue and turn it to mush.
Make sure the glue is evenly applied to both parts, and thoroughly dry before sticking the parts together. You have up to 24 hours after the glue dries, and it will still be heat activated and stick better than Wile E. Coyote's Acme products.

Methelene Chloride can be used to thin it if it's a bit too thick for a nice spray, available at most janitorial supply houses.

I will be using this stiff for my dash. So heat is my main concern. My fear is the the Helmaprene will loose adheison after being under the sun for a while. The car will get pretty hot in the summer.

Trust me it won't, apply 2 thin coates of helmitin on both surfaces and let it dry for about 5-7 minutes then stick it together, apply heat to the surfaces for a solid bond. I've done many dashes with this glue and as long as you do it right you will have no problem.

According to Helmitin, their contact cement wont do a very good job. They actully recomend other products.
